Mix the 1st 5 ingredients together. Cut in the butter. Add egg, water, and vinegar. Mix. Add flour and water alternately. Pour into a greased 9x9 pan. Mix the 1st 3 topping ingredients together in a separate bowl. Cut in butter. Sprinkle on top of bread. Bake at 350 for 25 mins.
Can be doubled. Use a 13x9 pan, but bake for the same amount of time as above.
