In a bowl combine garlic powder, salt, pepper, oil, and vinegar. Mix and add more oil or vinegar, as per your taste. When satisfied, all all other ingredients. Stir and let sit in refridgerator at least 30 minutes. Serve with tortilla chips. Keep refridgerated.
