In a 5 - 6 quart Dutch oven, melt oleo. Add meat and brown well. Add onion, celery, bell pepper, and garlic. Saute in browned meat until soft.
Add salt, pepper, chili powder, and sugar. Stir well.
Add tomatoes, corn, beans, water, and potatoes. Stir together and bring to a boil, stirring frequently. Turn heat down and cover.
Simmer until potatoes are soft, about 30 - 40 minutes.
