In small nonreactive saucepan,combine the bourbon,shallots &orange zest. Bringto boil over moderate heate, then simmer, stirring occasionally, until thebourbon is reduced to a syrupy glaze, about 10 min. Add cranberries & sugar,stirring well until sugar dissolves. Lower heat slightly & simmer, uncovered,until most of the cranberries have burst, about 10 min. Remove from heat &stir in the pepper. Transfer to a bowl, let cool to room temp. , cover &refrigerate. Can be made several days ahead.
