Combine dry ingredients. Stir in cranberries.
In separate bowl, beat egg, orange juice, oil, and orange peel.
Add to dry ingredients all at once. Stir just to moisten.
Spoon into greased mini muffin cups (3/4 full)
Sprinkle tops lightly with sugar.
Bake at 400 for 12-14 minutes till lightly browned and firm to the touch. For full size muffins bake 15-20 minutes.
