Preheat oven to 350*
Combine flour, Sugar, Cocoa, Soda, and Salt in bowl. Combine Water, Oil, Vanilla and Vinegar in another bowl. Combine both bowls in stand up mixer and beat until smooth. Pour this into 9x13 pan.
Cream together in mixer Cream Cheese, Egg, Sugar and Salt until smooth, then fold in Chocolate Chips. Drop this mixture onto the cake by the spoonful.
Bake at 350* for approximately 40 minutes, or until a toothpick inserted in the middle of cake comes out clean.
