Bring water and butter to a boil. Remove from heat. Mix in flour. Gradually mix in each egg. Pour in 9x13 greased pan and bake at 350 degrees until golden brown.
In a small bowl, blend the cream cheese and 1/4 cup of milk with a mixer until smooth. In a medium bowl, blend pudding and 1 1/3 cups of milk. Pour the cream cheese mixture into the pudding mixture and mix well. Pour into the cooked, baked crust.
Top with cool whip and drizzle with chocolate syrup.
