Melt butter in saucepan over medium heat. Add onion and cook until softened, about 1 minute. Stir in flour, mustard, thyme, and black pepper and cook until fragrant, about 1 minute. Slowly whisk in half-and-half, milk, and corned beef cooking liquid. Bring to simmer and cook over low heat, stirring occasionally, until thickened, 6 to 8 minutes.
Stir beef into sauce and cook until beef is heated through, about 2 minutes. Season with pepper to taste. Spoon over toast and sprinkle with chives. Serve.
