In 12" skillet heat margarine. Add carrots, onions, and mushrooms. Saute until onion is translucent. Sprinkle broth mix and flour over vegetables. Cook 1 minute. Add milk stir constantly, bring to a boil. Reduce heat and simmer until thickened. Crumble beef into vegetable mixture, transfer to cassrole sprayed with cooking spray. Spread whipped potatoes on top. Sprinkle with paprika. Use already prepared mashed potatoes for a quicker dinner
Bake 10 - 15 minutes at 375°
Broil 1 - 2 minutes until potatoes are browned.
