in a large saute pan over medium heat add enough spinach to fill the pan
add more spinach as soon as there is room
when all of the spinach is added and just wilted, take off the heat and reserve.
melt butter in heavy medium saucepan over medium heat.
add onion and pepper; saute until onion is soft but not brown, about 3 minutes.
whisk in flour and salt
cook until mixture is pale gold and has nutty aroma, whisking constantly about 3 minutes.
gradually whisk in milk and cream.
boil until thick, stirring constantly about 2 minutes
add spinach and place in an buttered baking dish
top with cheese
bake at 350 for 20-25 miuntes until bubble and thick
