Melt the butter over low heat, and then add pepper and flour. Boil this mix (roux) for 3 minutes or else the results will taste like flour. Take the pan off the heat, and then add the milk, return to medium heat until the mix boils. Then add Peas and Tuna. Serve over toast.
I use baking flour (a finer grind) that cooks faster and has less flour taste.
This is a basic white sauce base, good for creaned soups or cassaroles. You can also use anything else, like Broccoli.
