Cook cauliflower or broccoli in boiling water. Drain but reserve 1 cup of the liquid. Melt butter. Saute onions and celery. Blend in flour. Add broth and cook stirring constantly until mixture comes to a boil. Stir in 1 cup liquid drained from cauliflower or broccoli, milk, Worcestershire, pepper. Add vegetables. Heat but don't allow to boil again. Stir in cheese. Serve when cheese melts.
