Cook noodles in salted water. Drain and set aside.
Melt butter in skillet over medium heat. Add salt and pepper, then flour and chicken base. Whisk for 1 minute.
Slowly add water and milk, keep whisking to avoid lumps.
Turn heat to medium-high until it begins to bubble, then back down to medium.
Add parsley and more salt & pepper if necessary.
Stir until thickened, then add pasta and cook altogether for 2 minutes more.
