Cut about 1/4" from the top of the garlic. Do not peel and separate the cloves. Wrap in foil and bake for 45-60 minutes in 350 degree oven until the cloves are very soft. Cool slightly and press garlic into a small bowl.
Peel potatoes and cut into 1/2 inch cubes. Store in cold water while preparing remaining ingredients.
Split the leeks lengthwise and rinse under cold water until completely free of dirt. Chop coarsely and rinse again.
In a large pan heat the olive oil and better over medium heat. Add the leeks, celery and onion and saute 5 minutes. Add the wine and simmer 5 more minutes. Then add the roasted garlic, thyme, cayenne, salt and pepper, broth, and water. Then add the potatoes. Bring to a boil, reduce and simmer partially covered for 30 minutes until the potatoes are very tender.
Puree the soup in several batches in a food processor. Pour back into pan and add the half and half and heat through.
