1. In a large saucepan, heat oil and cook onion, garlic and tarragon, stirring occasionally until softened.
2. Add flour and cook for about 1 minute, stirring.
3. Slowly whisk in milk and stir till thickened (about 10 minutes).
4. Add cream cheese, lemon rind and juice, salt and pepper.
5. Meanwhile in a large pot of boiling salted water, cook pasta about 10 minutes.
6. Place spinach in colander in sink and drain pasta into colander.
7. Return past and spinach to pot and add sauce.
8. Serve
