Suggest a better descriptionHeat margarine in saucepan over low heat until melted. Blend in flour, salt and pepper. Cook over low heat until mixture is smooth & bubbly. Remove from heat. Stir in milk. Heat to boiling stirring constantly.. Boil & stir one minute. Cover. Cook 40 minutes in 325 degree oven. Uncover. Cook 80 minutes. Total cook time = 2 hours.
