1. Place rice and water in a sauce pan over medium heat. Bring to boil, reduce heat to low, cover, and simmer for 20 minutes until rice is done.
2. Meanwhile, brown ground beef in skillet or Wok. Season. When meat is almost done, add onion and cook until meat is browned and onion translucent.
3. Stir in beans, olives, vinegar and chipotle powder if using. Mix well, cover, and simmer 20 minutes over med-low heat. Add cilantro during last 5 min. of cooking.
Serve hot over, or mixed with, rice.
