USE DBL BOILER
Bring water to a boil in double boiler. Meanwhile, mix together the sugar,custard powder and just enough milk to dissolve to pudding consistancy.
Add remaining milk to double boiler then add custard mixture.
Stir until thickened.
Set aside and let cool
