Preheat oven to 350 degrees.
Bring water to a boil in small saucepan over high hear. Reduce heat to medium; add sugar. Cook 60 seconds or until sugar is dissolved. Add vinegar; cook 1 additional minute.
Combine cornstarch and soy sauce in small bowl. Add to sugar vinegar mixture, stirring constantly, 1-2 minutes or until slightly thickened. Remove from heat. Stir in ginger, sesame oil and cilantro. Serve sauce in bowl for dipping
Combine bread crumbs, parsley and garlic powder in a small bowl; set aside.
Cook ravioli according to package directions, omitting salt. Drain
Spray each ravioli with nonstick cooking spray and place on a cookie sheet. Sprinkle with bread crumb mixture. Spray several times with cooking spray. Bake, uncovered, 3-5 minutes or until golden brown.
Serve with dipping sauce.
