Rinse and sort through the dried peas. In a small pan saut? the minced garlic in margarine until golden, being careful not to burn. Add the chicken broth to a 5 to 6 quart pot or microwave safe container. Add the dried peas (don't add the frozen peas yet) and the saut?ed garlic. Bring to boiling on high heat, cover and reduce heat to a simmer. Cook until peas are tender when mashed, about 45 minutes to 1 hour. Add the frozen peas and stir often until hot.
