Take the two cans of condensed milk and remove the labels from the outside. Place the cans in a pot and cover with water. Boil for 2 hours.
Carefully remove the cans from the water and open. Pour the contents (it will have turned to caramel) into the pie crust and refrigerate for 2 hours.
Top the pie with whipped topping, pecans and chocolate chips.
