Lightly grease baking sheets or line with parchment paper.
Preheat oven to 350 degrees F (175 degrees C).
In a medium bowl, mix all ingredients until well blended. Add more water if necessary to form a dough.
Roll dough into 1 inch balls and place on cookie sheet or use a cookie cutter. Flatten slightly.
Bake for 20 to 25 minutes in the preheated oven until golden brown.
Now the icing, mix cream cheese, honey and yogurt in a bowl until smooth.
Stir in one tablespoon of flour at a time until achieve a good consistency for spreading.
Dipped cookie in icing or use a small spatula or pastry bag to frost the biscuits once cooled.
Place a thin cookie on the top of icing!
