Preheat oven to 350 degrees.
Thaw frozen mixed vegetables in microwave. Set aside.
Wisk gravy mix with water according to package directions in separate bowl. Set aside.
Prepare mashed potatoes according to package directions. Set aside.
Brown ground beef in large skillet. Season with salt, pepper and garlic powder.
Add chopped onion & cook until translucent.
Add mixed vegetables & stir.
Add gravy mixture and cook until thickened.
Pour into 13x9 baking dish.
Spread mashed potatoes over the top. (Tip: Cut the corner off of a large plastic storage bag. Fill it with the mashed potatoes. Then squeeze the mashed potatoes through the bag over the top of the meat mixture.)
Bake for 25 minutes. Remove from oven and let sit for at least 5 minutes before serving.
