Preheat oven to 400 degrees; secure roast with cooking twine (optional).
Make 8 1/2 inch slits around the perimeter of the roast and insert 1/2 garlic clove into each slit. Sprinkle entire road with fresh ground pepper. Spray roasting rack with nonstick vegetable oil cooking spray to help diminish cleanup; place roast on rack in roasting pan.
Roast in preheated 400-degree oven for 20 minutes. Reduce heat to 325 degrees, and insert meat thermometer into roast. Continue cooking about an hour, or until roast reaches desired level of doneness (for a well-done roast, cook until thermometer registers 170 degrees; if a rarer roast is desired, remove from oven earlier). Loosely cover with foil, and let roast stand 15 minutes before slicing. To serve, slice as thinly as possible against the grain.
