This batter can be made into 24 cupcakes, a 13x9-inch pan or a 15x10x1-inch cake
Preheat oven to 350 degrees. Line muffin cups with liners or line a baking pan with nonstick foil.
Mix first 4 ingredients in a large mixing bowl with a whisk until blended. Whisk remaining ingredients except chocolate chips together in a 4-cup liquid measuring cup.
Make a well in the center of the flour mixture. Gradually pour milk mixture into flour mixture; whisk until blended - some small lumps will remain. Stir in chips.
Pour batter into pan(s). Bake cupcakes 20-25 minutes; 13x9 pan for 35 minutes; 15x10x1 pan for 25 minutes.
Cool on a wire rack for 30 minutes. Then remove from pan (remove foil if using) and cool completely.
