Slice the sausage into 1/4" slices, cube the potatoes, mince the garlic, and put them in the water with the bay leaves in a large pot and bring to a boil. Simmer partly covered until the potatoes are tender.
Use a colander to separate the water into another large pot or bowl and keep simmering. Leave the meat and potatoes off to the side for now.
Mix the flour slowly with the sour cream using a fork until smooth. Temper the sour cream with a couple of ladles full of the hot water to ensure it doesn't curdle.
Add the sour cream mixture to the water over medium low heat, gently whisking until smooth. Add the rest of the ingredients and simmer until thoroughly warm.
Salt and pepper to taste!
