Simmer frankfurts in water for 3 mins and drain. Set aside in casserole dish.
Melt butter in saucepan, add onion, potato, carrots and celery. Cover and cook over low heat stiring frequently for 10 mins.
Add flour and cook for a few mins. Add milk and bring to boil. Add salt & pepper.
Pour dish into casserole dish and cover with cheese. Cook until cheese is melted at 180 degrees.
