Brown ground beef, and onions. Add salt and pepper to meat. Next add tomato sauce, chili powder, and seasoning. In a 9x12 caserole dish spread a small layer of sauce in the bottom to keep shells from sticking, then place 3 tortilla shells side by side covering the bottom of the dish. Put 1/4 of the sauce on the shells, then sprinkle cheese on top of the sauce. Repeat making 4 layers. Do not put the last layer of cheese on till later. (optional use refried beans as a layer)
When ready to bake pour 1 1/2 cup of water over all, and cover tightly with aluminum foil. Bake at 400? for 35 min remove foil and add the last layer of cheese, place it back in the oven and continue to bake until cheese is melted.
