cook hamburger with one small chopped onion. Season while cooking with chili powder, red pepper, cumin, salt and pepper drain - set aside
Sauce: combine in sauce pan
1 cup chili powder
1 tsp cumin
dash red pepper
salt and pepper
add water
stir while heating to a boil
cook over medium heat for 15 minutes, stirring occasionally
to thicken: 2-3 tbsp flour, add water slowly, stirring the entire time, should be thick, but pourable.
Keep sauce on med heat, pour in flour mixture while whisking, takes 5 minutes to thicken, keep stirring.
when it reaches desired thickness, set aside to cool
grate cheese, set aside
Spray large pan with cooking spray
dunk tortilla in sauce, coat both sides, lay in pan, fill with hamburger, add cheese, roll, and repeat until all tortillas are used.
pour remainder of sauce over enchiladas, add remainder of cheese to cover
cover loosely in foil (keeping from touching enchiladas)
cook on 350 for 50 minutes
