For filling: Cook onion and green pepper (optional) until tender. In medium bowl, combine cream cheese, water, cumin, pepper, salt. Stir in cooked onion and chicken.
Spray 9x13 inch baking dish. Spoon 1/4 cup filling into each tortilla and roll. Place in pan seam side down.
For sauce: Mix soup, sour cream, milk and chiles. Pour over enchiladas.
Cover and bake for 40 minutes. Sprinke with cheese and bake 5 more minutes.
Top with tomatoes if desired.
