Preheat oven to 375.
Separate dough into 10 biscuits. press each into the bottom and up the sides of a grease muffin cup. Set aside. (if you want to make mini muffins - cut each in half and use mini pan)
Brown the hamburger and drain. In a small bowl mix ketchup, brown sugar, vinegar, and chili powder and stir until smooth. Add to meat and stir. Divide the meat among the muffin cups and sprinkle the top with cheese.
Bake 18 to 20 minutes. Let cool in muffin pan for 5 minutes before removing.
