If it's damp outside, you don't need all the liquid.
1) Grease a 10" by 15" pan.
2) Combine Cheerios, Rice Krispies, peanuts, and M&M's in a very large bowl.
3) Combine corn syrup and sugar in a heavy medium saucepan. Bring to a
boil, stirring frequently. Remove from heat. Add peanut butter and vanilla.
Stir until smooth.
4) Pour peanut butter mixture over cereal mixture. Toss to coat evenly.
Spread in prepared pan. Cool. Cut into bars.
