Saute onion and garlic in vegetable oil in a large pot over medium heat 5 minutes or until tender. Add refried beans, tomatoes, Rotel and chicken broth, bring to a boil. Reduce heat, simmer 15 minutes. Stir in chopped cilantro and salsa, if desired.
Ladle into bowls, top with sour cream, cheese, cilantro and salsa to taste.
