1. Shake Beef Cubes with flour, chili powder, cumin, salt and pepper in a bag to coat well. Brown meat in olive oil, slowly adding in onion and garlic. Strain out any excess dripping; add rest of flour mixture to pot.
2. Drain liquid from kidney beans and add to beef mixture; stir in tomatoes, sugar and beer; cover. Simmer, stirring several times, approx 1 1/2 hours, or until beef is tender. Stir in kidney beans; heat until boiling.
3. Heat corn separately with butter. When heated, add corn to mixture.
4. Serve chili with rice on the side. Top with Sour Cream, Cheese and fresh chilies.
