Saute onion, pepper and garlic in oil. Brown ground beef and add vegetables. Stir in corn and chili powder. Stir in cheese. Put into a casserole. Combine eggs, milk, baking mix and salt in a blender. Pour over mixture in casserole. Bake at 400 degrees for 30 minutes.
