Toss the chicken with the cornstarch, salt, and pepper in a small bowl cover and refrigerate for 10 min
Bring small saucepan of water to a boil. Add broccoli and boil for 1 minute or until tender-crisp. Using a slotted spoon, transfer the broccoli to a bowl of ice water and let cool completely. Drain and Set aside.
Heat 1/2 of the oil in a wok or skillet over high heat. Add the rice noodles and 2 tablespoons of the soy sauce and stir fry until the noddles are coated with soy sauce, about one minute. remove from the pan and set aside.
Heat the remaining oil in the wok or skillet over medium-high heat. Add the garlic and stir-fry until fragrant. About 30 seconds. Add the chicken and stir-fry for three minutes. Add the oyster sauce, remaining one tablespoon dark soy sauce, and brown sugar. Stir fry for 1 minute. Make a hole in the middle of the ingredients in the pan. Pour the eggs and stir until cooked. Toss the chicken to combine with the eggs. Add the reserved noodles and stir fry to combine. Add the reserved broccoli and stir fry for 1 minute. Transfer to a serving platter and garnish with green onions and cilantro. Serve immediately.
For noodles. Bring large pot of water to a boil. Remove from heat. Immerse noodles in how water. Let stand 10 minutes stirring occasionally. Soak until noodles are soft, yet firm. Drain well and rinse with cool water.
