1. Preheat oven to 350?. Reconstitute onions. Combine everything else in with the onions and water. Stir until blended. Coat dough with cooking spray; cover and let stand 5 minutes.
2. Coat a round or square cake pan or 10 inch skillet with non-stick cooking spray and press dough into pan.
3. Bake for about 30-45 minutes or until golden. Cut into wedges.
