Arrange 4 tortillas on a large foil-lined baking sheet.
Sprinkle cheese and cilantro/green onion over tortillas.
Top with remaining 4 tortillas.
Brush half of oil over tortillas and sprinkle lightly with chili powder.
Bake in preheated oven at 450 degrees for 5 minutes.
Use a large spatula to turn quesadillas over and brush with remaining oil, sprinkle with more chili powder.
Return to oven and 3-4 more minutes or until golden brown and cheese is melted.
Cut each quesadilla into 6 wedges and serve with optional toppings.
