Combine all the ingredients in a small saucepan over medium-high heat. Just as the mixture begins to boil, cover, turn the heat down as low as possible, and cook for 25 minutes. Remove from the heat and let stand for 10 minutes without removing the lid. Remove the whole spices if desired, fluff with a fork, and serve.
