Dissolve yeast and sugar in water - set aside while mixing;
Mix well, all ingredients, then add flour (more may be needed). This is a soft dough. When mixed well, roll out to 1/4" thick on a well floured table board, etc. Let rest 15 minutes. Roll up like a cinnamon roll, cut and put in greased muffin tins. Sprinkle with Orange Sugar Topping. Cover pans tightly with foil and freeze. Take out 4 hours before baking to thaw and rise. Bake 375 degrees for 12 - 15 minutes
