1. Quarter cucumbers lengthwise. Finely chop 2 large cloves garlic. In a medium bowl, combine cucumbers, garlic, and 1 teaspoon salt. Set aside and toss occasionally.
2. Trim ends from onion, then halve, peel, and thinly slice lengthwise. Combine mayonnaise and mustard in a small bowl.
3. Heat 1 tablespoon oil in a medium skillet over medium-high. Pat steaks dry and season all over the 1/2 teaspoon salt and pepper. Add steaks to skillet and cook, turning once, until browned, 3-4 minutes per side for medium-rare. Transfer to a board to rest for a few minutes, before thinky slicing across the grain.
4. Add 1 tablespoon oil to same skillet over medium-high along with onions and 1/4 teaspoon salt. Cook onions, scraping up brown bits, until golden brown and softened, about 10 minutes. Add 1 tablespoon of water occasionally if pan begins to scorch.
5. Meanwhile, preheat broiler with top rack 4-6 inches from heat source. Add 1 cup water and beef broth concentrate to onions and simmer until flavors meld, 2-3 minutes. Strain onions over a large bowl to catch the liquid, return liquid to the skillet and season to taste with salt and pepper. Place skillet over low heat to keep jus warm until ready to serve.
6. Split rolls and broil cut side-up on top rack, until toasted, about 1 minute (watch closely as broilers vary). Spread mustard-mayo on one side of the rolls. Using tongs, dip sliced steak into jus and divide between the rolls. Top with caramelized onions, close sandwiches and serve with cucumbers. Ladle jus into a bowl and serve on the side for dipping.
