Combine beef, parsley, scallions salt and pepper. Make 4 patties and coat in flour. Cook in olive oil until brown and remove from pan. Add onions and sugar, sauté 5 minutes. Stir in garlic and paste until paste begins to turn brown. Sprinkle flour, then add wine, salt and thyme. Return meat to pan and cook 10 minutes on medium low heat
