Sift the flour.
Resift the flour with salt, baking powder, and powdered sugar.
Add milk, water, and vanilla to eggs and beat.
Mix liquids into dry ingredients with a few quick strokes. Don't worry about small lumps. Batter should be thin.
Melt butter in 9" pan. Pour batter to make think cake.
Add grated apples to cake immediately after pouring.
Brown on both sides. Remove, butter, and sprinkle with powdered sugar and cinnamon.
Roll and serve.
