Brown the beef in a large sauce pot and drain. Add all remaining ingredients except chees, Fritos and sour cream. Mix well and simmer until heated.
To serve, place Fritos in bottom of soup bowls. Ladle the chili over the Fritos. Top with cheese and sour cream.
