Makes a lot!
Preheat oven to 350 degrees. Grease two 7 x 11-inch baking dishes. Place 3/4 cup of rice in each baking dish. Layer half of vegetables over rice in each dish. In a small bowl, combine water, oil, vinegar, parsley, pepper sauce, garlic, salt, thyme, black pepper, and basil; stir until well blended. Pour half of oil mixture over vegetables in each dish. Cover and bake 1 to 1 1/2 hours or until vegetables are tender.
Uncover casseroles and sprinkle cheeses over vegetables. Bake uncovered about to minutes or until cheese melts. Serve warm.
