In a shallow dish spread out Parmesan cheese. Beat eggs together with 1 tablespoon milk. Spread out bread crumbs in a third shallow dish. Pat the pork chops dry. Combine: salt, pepper, sage, and thyme, lemon zest and sprinkle generously over both sides of chops, pressing seasonings into the meat thoroughly on both sides. Dredge seasoned chops into Parmesan cheese, coat them completely. Then dredge into the egg mixture, shake off excess. Finally, dip the chops into the bread crumbs, pressing crumbs with fingers to form an even coating. Place breaded chops on wire rack set over baking sheet, allow coating to dry for about 10 minutes. Heat a large heavy-bottomed skillet over medium heat with enough vegetable oil to come a quarter up the sides of the chops, roughly a 1/4 to 1/2 cup. To flavor oil; crush and stir in garlic, and cook until lightly browned. Remove garlic from skillet and discard. When oil shimmers, add chops and fry 4 to 5 minutes on each side, until golden brown and crispy. Drain on a wire rack set over baking sheet, then transfer to a warm serving platter. Serve with lemon wedges and garnish with a parsley sprigs.
