To make this dish extra spicy double the red pepper flakes. The sauce is awesome.
In a large bowl, stir together cornstarch and 1 cup cold water until smooth.
Add snow peas, pepper, garlic, ginger, sugar, soy sauce and red-pepper flakes.
Toss to combine and set aside.
Salt and pepper chicken.
In a large skillet, heat 1 oil over med-high heat. Cook chicken, stirring occasionally, about 6 to 8 minutes. Transfer to plate.
Add snow pea mixture to skillet.
Cover. Cook until snow peas are tender and sauce has thickened, 3 to 5 minutes
Return chicken to skillet with juices. Toss to coat. Serve with rice.
