Cook bacon until crisp. Drain and crumble. Reserve 1/4 of the grease. Cook onion in the bacon grease until tender. Blend in flour, sugar. Add salt, celery seed and pepper. Add vinegar, water and cook until bubbly. Add bacon. Pour over peeled and chopped potatoes.
