Dough: In large bowl whisk flour, baking soda, baking powder and salt. Separately cream butter and sugar until fluffy, then add eggs, one at a time. Add sour cream and lemon zest, then add flour mixing thoroughly. Chill Dough for 1 hour until slightly firm. Preheat to 375 and line baking sheet with parchment. Place rounded tablespoon of Dough at least 2 inches apart on baking sheet. Bake 15 minutes, until just golden. Glaze: Beat together sugar and milk. Stir in additional milk as need for consistency.
