Put water, Salt and pepper into a pot and bring to a gentle boil. Add oats and cook for 1 hours, covered. Stir every 15 minutes. Add meats, onion and bay leaves. Mix well. Cover and cook on low for 3 hours. If to wet remove cover and allow to thicken. Pour into bread pan containers to cool.
When cool, remove from containers and slice into " thick slices and fry in a skillet to a golden brown. Sever with eggs.
